Flow Back vs. Produced water from Fracing

At the disposal stations, they charge a lot more $$ for disposal of flow back water due to the hazardous chemicals and such. When our municipalities speak of "salt water," they don't distinguish between "flow back" and "produced" water from the well. What are we doing here in our local governments? Who is paying attention?
