knucklehead question!! They're both the same? Where does the government get money?? (Don't say loans from China either!)
Ultimately, the cost to the government IS the cost to me.
Tarrantliberty - I think you thought about it too long. They were wanting initial 2-3 sec reactions when they were firing these at the group.
